Welcome to the IKCEST
Costa Rican first grantee of Organization of Ibero-American States’ Paulo Freire + programme defends doctoral thesis
  • Less than 12% of Ibero-American professors hold a doctorate. Organization of Ibero-American States (OEI) set up this programme in 2019 to increase this figure.

  • University teachers who have completed a doctorate master have greatest impact in their countries through research activity and teaching work.

  • There are around 30 million students in Ibero-American universities. Almost a third are the first ones to reach this educational level in their families.

In his research, directed by Professor Mauricio Alejandro Matus López and summarized in several scientific articles, the Costa Rican graduate in Political Science analyzed the need to develop a national system of support and care for dependency for his country, making a comparative calculation with the regional prevalence and other models in the world, while carrying out a diagnosis of the phase prior to the decree that was finally sanctioned by that country. In 2021, Costa Rica became the second country in the region to implement a National Long-term Care System, after Uruguay.

In his conclusions, Chaverri explains how Costa Rica's efforts in this area will be fundamental in determining the decisions of other middle-income countries when designing their own systems. Likewise, among the lines of research opened up by this work is the study of dependency care policies in Latin America, "an area that has been little explored in the scientific literature", according to Chaverri. The defence panel was made up of professors Camilo Cid Pedraza, Agustín Huete García and MEP Lina Galvez Muñoz.

In 2019, Alexander Chaverri was one of the first beneficiaries of this OEI scholarship programme that seeks to strengthen the training of new PhDs in Ibero-America. The programme provides financial support to students and university professors who decide to carry out their doctoral thesis at a university in an Ibero-American country other than the one where they have completed their previous studies or where they are teaching.

Paulo Freire (Brasil, 1921-1997) was one of the greatest and most significant educationalists of the 20th century. The considered ‘pedagogue of the oppressed’ taught a new way for the relationship between teachers and students with his principle of dialogue. His ideas influenced democratic processes all over the world and remain valid today.

The OEI has just launched the fourth call for applications to participate in the Paulo Freire+ scholarship programme and pursue doctoral studies at Ibero-American universities.

Six full scholarships will be awarded, three of them in collaboration with the Universidad Rey Juan Carlos (Spain), aimed at Ibero-American students and university professors, which will cover, among other things, travel tickets, medical insurance and living expenses during the international stay.

Nationals from 22 Ibero-American countries with studies in different disciplines are invited to apply. Applications will be open from 26 February to 15 July on the OEI website.
